This will depend a great deal on your individual preferences. I would recommend spending a bit of time looking at the ones that fit in your price range and then visiting a couple web sites with reviews. I've linked Elderly Instruments, one of the top stores for stringed instruments in the US that carries a very wide selection of ukuleles for you to research. I also added a link to Ukulele Underground, they have a complete section of their forum for reviews.
My opinion is the Ohana 35 series, which can be purchased for less than $300, but is solid wood, comes with Aquila Strings and has a beautiful look. Pono and Kala also have great choices.
The Soprano Ukulele (also good for small hands) As far as the make and model goes, it really depends on what you are willing to pay. If you just want to try it out to see if you want to get serious about it, an inexpensive setup with a gig bag and tuning pipe can be purchased for $30-$40. If you want something with better quality that can last you for a few years as you hone your skills, expect to pay between $100-$200 dollars.

Any one they can get a hold of! Any ukulele can be played by a beginner. To start with, something inexpensive is best. There are dozens of brands that make a nice starter ukulele for under $30 for students and beginners. Rogue is one brand that sells student kits.
