This is a matter of personal preference.

Tea comes in many different styles, including white tea, green tea, black tea, oolong tea, and Pu-erh. Each of these types of tea comes in many specific varieties and sub-varieties, each with their own unique flavor and aroma. Tea produced in different regions can also have very different qualities.

However, serious tea drinkers almost all agree that the best tea is loose-leaf tea.

The best way to figure out what tea is best according to your tastes, is to sample a lot of different teas. You may also find it helpful to read reviews of tea and learn more about different varieties of tea by reading reviews of tea on tea blogs and tea community websites.
This is just a personal opinion, but I favour Russian Georgian tea. The infusion has a light orangey colour, a very round smooth flavour that although it intensifies with longer steeping does not acquire the harsh bitter taste common in most black teas.

The difficulty however is, to my knowledge there is little or none of this wonderful tea left in the world. There were wars and devastation throughout the Georgian area of Russia for decades past and the tea plantations were destroyed. Even if they were replanted today, it would be a generation before there would be enough tea to sell internationally.

Of these countries, China, India, Taiwan, and Japan have the strongest reputation for quality, and tend to produce artisan teas that fetch the highest prices. However, there are outstanding teas from many different countries, including from countries that are not major producers and are not well-known on the global market.

Tea from different regions has its own peculiar taste. If you want to decide which countries or regions produce the teas that you like best, the best way to figure this out is to try a lot of different teas from different regions, and decide for yourself.
