Unfortunately, concrete is porus and many substances penetrate deep into the surface. Oil stains for example go down into the concrete and are difficult to remove. To clean concrete, first pressure wash it to get as much as you can. Then use a concrete detergent and scrub at the stains, that will remove quite a bit more oil staining, but not all of it. Pressure wash it again.
Then, let it dry and try some paint stripper in a couple spots to see if it will make any difference for you. After you've removed everything that you can, use a little bleach that is specifically designed for concrete. Don't use household bleach on concrete... not a good idea.
After you've done all of that, THEN try a weak solution of muratic acid, about 25% with water. Be VERY careful with that stuff. Don't let any splash on you, especially in your eyes. Be ready with a hose to rinse off any that gets on you. It will eat your cloths and burn your skin. If you get any on cotton it will make a hole next time you wash it.
