With a very sharp X-acto knife and a metal straightedge. It takes several passes to cut through the board so be patient. Make sure you have a metal straightedge that has a good grip underneath it so you're not straining your hand holding down the straightedge so it doesn't slip.
I like using a X-acto NO. 8 LIGHTWEIGHT RETRACTABLE UTILITY KNIFE (red handle, looks like a box cutter.) This is the best blade I've found to cut through foam core and the #8 blades can be used twice (flip it around for round 2 when your blade gets dull.) With foam core, if it comes out with not a clean cut (e.g. jagged edges, etc.,) it is time to replace your blade.
