Usually the number is in reference to the Nation of Israel, the Jewish people (i.e. 12 tribes of Israel, 144,000 witnness's 12000 from each tribe, Genesis 12 beginning of the Hebrew people with the calling out of Abraham, etc)

In every use of the number 12, it is a finished work of God. In a calendar year - 3 months x 4 quarters = 12 months - a finished work, 12 tribes of Israel, 12 Apostles. Additional meaning is a divine order brought into a union, under one tent or into one home.
