Wow! That depends on your definition of tough. The strongest tissue in regards to tensile strength is a protein fiber called collagen. It has a tensile strength that makes it pound-for-pound stronger than steal. So, the man of steal (Superman) should really be called "Collagen Man".

The other tissue that could be a contender for the "tough" award may be your blood. It is also considered a tissue and is so resilient that it can bounce back from many diversities and still provide all the tissues in our bodies with all they need to keep on living. That is a very good quality to justify blood as the toughest tissue!
