I could not find any information on his exact breed. But he looks like a Connamara, a breed that originated in Ireland, and is in fact a pony breed, despite that fact that it's common for Connamaras to measure over 14.2 HH, which is the height cutoff for ponies. Gunpowder's real name was Goldeneye. He had only one good eye and was adopted by Depp when he learned Goldeneye was to be put down.
The other horses in Sleepy Hollow are much easier to identify. The Headless Horseman, played by Christopher Walken, rode a Fresian as did Brom in that movie. The stepmother rode an Andalusian, another very old European breed.
