Because Western Sahara is a non-self-governing territory, it does not have a capital. However, the largest city is El Aaiún (or since the city is under Moroccan administration, it is usually spelled Laâyoune, in keeping with French linguistic styles). Morocco has divided the areas into three provinces, the northernmost of which bleeds over into Morocco. The three provincial capitals are Laâyoune, Samarra, and Dakhla, and are all subservient to the Moroccan national capital of Rabat.

Currently, the Polisario Front, which is fighting for an independent Western Sahara uses the oasis of Bir Lehlou as its administrative capital, but argues that Al Aaiún will be its eventual capital when it ejects Morocco from the territory.
