A friend who is also a nurse told me that these bumps arise when your body is lacking in the Omega-3 Fatty Acids. I have been eating avocados, which have the Omega-3 fatty acids, regularly and have noticed vast improvement though the rash is still there. I plan to supplement with Flaxseed oil. Fish is also rich in the Omega-3 Fatty Acids.

My 5year old son has those bumps on his face and body. I started giving him fish oil and his face no longer has bumps along with his back.

You could also try bio oil, or some cheaper version. My mum uses this on hers and it works really well :)
There are literally hundreds of conditions and illnesses that can cause a rash with bumps and scabs on the arms and legs. You could be having an allergic reaction or have a viral or bacterial infection.
Sounds like Keratosis Pilaris, also known as "chicken-skin" because the bumps look like "goosebumps". The keratin that is normally shed and sloughed off your skin is being backed up in your hair follicle. I had this for years and would always pick at them, for some reason I thought they would look better "empty", but all I ended up with was a ton of red bumps on my upper arms (which later scarred). They have some creams that you can try that have mild lactic acid, this will help soften the top skin to prevent the follicle from being plugged. The brand I know is Lac-Hydrin. I have to say that it didn't work for me, but it might for you. The only thing that made it go away for me was to move to a more humid climate. There seems to be some relationship between Allergies or Diabetes and keratosis pilaris.
Keratosis pilaris is the symptom of small white bumps on arms and legs. Keratosis pilaris can occur at any age, but is seen more common in children.
