You would fight Peter Parker as carnage and then after the cutscene where carnage kills the two police officers you fight as Peter Parker and beat carnage and then after you finish the game you would get to play as carnage,spiderman and venom. So I hope it helped you reading these notes why you can't play as carnage.But you could just download a mod of carnage and play as carnage
