Nebraska is windy due to the landscape. The flat structure of the state makes for excellent wind. Even worse if you live say in Lincoln, as the valley like city acts as a wind tunnel. It is so cold because of the humidity. If you come from a place with dry snow, Nebraska winter will seem a lot colder.
