Even so, it can get to 30+ C in the summer, and -30 C in the winter. Average temperatures are 21 C in July and -8 C in January. The surface water temperature gets to about 24 C in July/August, and freezes in the winter (except for some areas with fast-flowing currents). Annual precipitation is 970mm, with the amount being roughly equal for all months.
