There was never a code name publicly released for Android versions 1.0 and 1.1, they were simply called by their version number. Google has not stated why they decided to start with the 3rd letter in the alphabet on version 1.5 (Cupcake). However, they ended up revisiting this later on and backnamed version 1.0 "Apple Pie" and version 1.1 "Banana Bread".
