The reason it's lower than zero is because sea water contains dissolved substances which lower the freezing point. If you are looking for solid water, go to the middle of the north pole and you have solid water, ice. If you include this as part of the ocean, of course it's possible for this to be colder still, depending on the weather.

∙ 6y agoSurface water temperatures of the ocean are lowest around the poles. More specifically, the north pole in winter there and the south pole in winter there. Temperatures are so cold that salty ocean water freezes solid to create ice sheets of may hundreds of square miles.
