Your coldest water temperatures will be found at the polar regions, north pole and south pole. The South pole is covered by a continent and so you can only look at the ocean around the continent. The North pole is ice floating on water. The coldest temperature ever recorded in sea water was minus 2.6 degrees C, though on average near the north pole it's about minus 2 degrees C. The reason it's lower than zero is because sea water contains dissolved substances which lower the freezing point. If you are looking for solid water, go to the middle of the north pole and you have solid water, ice. If you include this as part of the ocean, of course it's possible for this to be colder still, depending on the weather.

Surface water temperatures of the ocean are lowest around the poles. More specifically, the north pole in winter there and the south pole in winter there. Temperatures are so cold that salty ocean water freezes solid to create ice sheets of may hundreds of square miles.
