This is a concept from Eliot Jaques' Stratified Systems Theory (see his book Requisite Organization). It refers to a reporting relationship: your Boss' Boss would be your MoR (Manager-once-Removed). He/she would have accountabilities for assessing your potential for future roles, recommending development opportunites (beyond current job-specific) and mentoring you in your career. A very powerful concept: takes all of the potential 'downsides' of putting this responsibility on your manager (i.e. holding you back from another opportunity because you're too great!)
