Rule Of Law entails that the people of a nation are governed by clear and fair rules, rather than at the discretion and personal exercise of power. Citizens are explicitly told what they can and can't do in the constitution or in laws. With Rule Of Law in place, citizens can expect to be treated fairly by a just government.

A basic principle is that government and those who govern are bound by the same fundamental laws that apply to everyone else.

The rule of law has three principles. The first states that everyone is equal before the law (so the rich and the rulers of a country do not get preferential treatment). The second states that the law must be accessible to all who are subject to it. This requires that the law be publicly posted so that anyone can see it and no one can claim ignorance of the law as a reason for breaking it. Lastly, the third principal of the rule of law states that everyone has a right to a fair and timely trial.

The definition for rule of law is " influence and authority of law within society."

The restriction of the arbitrary exercise of power by subordinating it to well-defined and established laws.
