Polymer concrete is a composite material which results from polymerization of a monomer/aggregate mixture. The resulting polymer binds the aggregate making the concrete stronger than ordinary concrete using just standard aggregate.

A dry polymer is one that is not in solution. they are used where moisture would create an issue. Sometimes dry polymer powder is added to cement so that when the cement is hydrated to make concrete, the dry polymer is hydrated at the same time. If a wet polymer, or polymer solution were used, it would react with the cement and make it unusable.

Well this is not quite true. Aggregate is a key component of concrete and is inelastic. In addition concrete pillars and beams will bend slightly under load and is thus not 100% inelastic. Polymer modified concrete and rebar modified concrete is also slightly elastic.
