No way to answer without any information about this specific pump. There are a number of companies which manufactured such pumps... some are still in business, and some are not. The size and displacement of the pump will factor in, as well. Big difference between a 4gpm pump and a 20gpm pump.

Not a lot. A fire fighting pump found on most fire engines is the centrifugal type. Other than the amount of water it may flow and the number of discharges it can supply, there is no difference (although I'm not sure what "ordinary centrifugal pump" refers to unless it is a trash or sump pump). Centrifugal type pumps weren't always used in the fire service, but they are the standard now because they can spin (they can pump or maintain pressure) even when there is no water actually flowing.
I believe that you can switch the Horn Relay with the Fuel Pump Relay and if the horn no longer works and the Fuel Pump does then that relay went bad... try that, its a sure fire way to know whats wrong... If it checks out good it might be a Defective Fuel Pump.
