People were constructing a tower that could reach the heavens because they believed they would be able to see God if they could build it high enough. It was called The Tower Of Babel. God became angry and cursed them by changing their languages to a language those around them could not understand. This created such confusion that they had to discontinue their venture. Hence "the curse of Babel".
