A decimal number is simply a way of representing a number in such a way that the place value of each digit is ten times that of the digit to its right. A decimal representation does not require a decimal point. So the decimal representation of 14 inches is 14 inches, exactly as in the question. If you wanted 14 inches expressed as a decimal equivalent of some other measurement unit, you should have specified.

Then, it's 1.4 inches. The zeroes after the 4 are not included since 1.4000 for instance is the same as 1.4.
