Relative addresses exist on servers and in HTML. A webpage can have a relative address linking a stylesheet to it. They do not exist in CSS.

If you are using raw HTML + CSS, you can wrap the address in a tag such as <span> or <div>, and define some properties to the element with CSS.
You can validate your CSS by using w3.org CSS Validator. You just enter your websites address and it will tell you if there are any errors or not.
Current CSS does not allow resizing a background image. Hopefully, CSS 3.0 will address that issue.
