Territories : Puerto Rico Guam U.S. Virgin Islands American Samoa Northern Mariana Islands Wake Islands Outlying Areas: Johnston Atoll Baker, Howland, and Jarvis Islands Kingman Reef Navassa Island Palmyra Atoll Outlying Areas are islands that are grouped together as a statistical convenience. They are not administered collectively, nor do they share a single cultural or political history beyond being uninhabited islands (except for scientific and other groups who may live and study on the areas) under the sovereignty of the United States. A Territory is a portion of the national domain that is given limited self-government, usually in preparation for statehood. Territorial governments have been similar in form to those of the states, but have been subject to greater authority of the federal government. Territories can make their own laws but the US Congress also makes laws and determines the legality of laws made by the territorial government.
