"Retard" is a short form of "retarded," but "retard" is not considered a polite word to use. A person is considered mentally retarded if their IQ is below 70. But the term used for them now is either "mentally challenged" or "developmentally disabled"or "special needs". The term "retard" is unacceptable.
it can also mean delayed, slow, or late.
