It is the medical term, hypoxia, specifically refers to an inadequate oxygen supply to the cells and tissues of the body in a specific region. It is also known as ischemia when there is a blockage of blood supply from any one of several factors, including a blood clot to a tight MPS (myofascial pain syndrome).

Apoxia refers to an inadequate supply of oxygen to all tissues of the body.

In medical Terminology hypoxia means: Condition of deficient, less, below, under oxygen. Hyp/ox/ia is how you would break up the word. Hyp means the same as the combining form Hyp/o which means deficiency, below, less, under. Ox = Ox/o which means Oxygen and the prefix -ia means condition.
