Public services are those services provided by governments (local, municipal, or larger-scale) to the public. The need for services that no individual can or will pay for, but that benefit all by their presence, is one of the justifications for taxation.

Examples of such services are sewage, trash disposal, street cleaning. On a larger scale, public education and public health services (in countries that have them) are also public services.

Public service delivery is the implementation of those services and making sure they reach those people and places they're intended to.

There are advantages and disadvantages of alternative service delivery. The advantages to using alternative service delivery is that it is generally more effective and efficient in it's processes. Private companies seek to make profits where as Government agencies seek to deliver a service with a set budget. They have very different intentions and time spans for delivering these services. In Canada there are certainly disadvantages to using private contractors. It essentially undermines or undervalues the work of the public service. This can create a problem especially in Canadians Parliamentary Democracy. The current government known as the 'government of the day' must find balance between alternative service delivery and public service delivery. I hope this helped somewhat.
