What is the definition of seeing somebody in comparison to having a boyfriend or girlfriend?

Literally, it would mean they are in front of you, and you can see them. You are seeing that person.

But when used like that, it usually means you are getting to know each other. Next step would be dating (active relationship).

Seeing somebody means that a someone is going out with someone else.

Dating somebody means that the other person is his/her boy-friend/girl-friend. You might be dating someone for years.

I'd define it thus: seeing someone means you're not an item (yet), even if you have sex; it's possible to "see" or "be seen by" several people at once. Having a boy-/girlfriend implies an exclusive relationship that covers more than sex or dating.
