"Where" is often a question word which means "In what place" I could say, "Where do you live?" Sometimes it shows a relationship between words, such as "My house is where I live." In that case, "Where means "in that place." 'Were" is a past tense form of the verb "to be" or a subjunctive form of "to be." As a past tense, we could say, "You were at the party last night." or 'We were at the party last night." When it is used as a subjunctive word, it means 'would be." For example, maybe you have heard the ad for Oscar Meyer wieners. The people sing, "I wish I were an Oscar Meyer wiener." In that case, it means I wish I would be an Oscar Meyer wiener.
