In this example we can see that the force up is greater because: Fb/Fg=(density of corn syrup)/(density of water) > 1 because the density of corn syrup is greater than the density of water. Therefore there is a larger force up than downwards which is why water when placed in corn syrup will move upwards. Hope that helps.
