You are probably thinking of a disease called amelogenesis imperfecta. This disorder causes the enamel of the tooth to be formed imperfectly or to not form at all. This is a fairly rare disease that can be very difficult to treat.

It's called pereodontal disease and is caused by a receeding gum line so the teeth start to lean out and apart. it can be treated with pereodontal cleanings and surgery.
