Water is the polar molecule with molecular formula H2O. Crude oil (if that's what you are refering to) is a mixture of hydrocarbons. These hydrocarbons are mostly chains of carbons with hydrogen atoms attached to cabon atoms. The chains vary in length. Different lengths result in molecules with different properties,such as boiling point. These carbon chains are basically symmetrical and are are therefore non-polar. Because water is polar oil and water do not mix because of the different types of bonding. They are said to be 'immiscible'. This means they don't mix. Also, oil burns in air. Water doesn't. In fact, water is a product of burning oil in the presence of oxygen (combustion).

oil and oil are normally immiscible, but with proper mixing and stability agents, a permanent mixture, or emulsion, can be achieved. O/w emulsions are comprised of oil droplets suspended in an aqueous phase, while w/o emulsions are the opposite water droplets suspended in a continuous oil phase

There may be a difference at first, depending on how you combine them. But after a while, there's no difference.

If you put oil into water, the oil rises to the top, and you wind up with oil on top of water.

If you put water into oil, the water sinks to the bottom, and you wind up with oil on top of water.
