mp3 is an audio file while mp4 is both audio and video.

MP4, on the other hand, is short for MPEG-4 Part 14. MP4 does not code the information in the file but is a container format. Therefore, it stores audio and video data.

MP4 file means MPEG-4 Part 14 is a digital multimedia format that can store both audio and video. MP3 uses a lossy compression while MP4 uses a Advanced Audio Coding (AAC).
