There are many differences between the two legislating bodies some of the main differences would fist of all be that the Texas legislature only meets for 140 days every two year. The governor of Texas has the authority to call special sessions when needed. The special sessions are limited to thirty days and must deal with the subjects submitted by the governor. Members of the Texas legislature are not paid enough money to live on. Many of these members have other jobs and find special sessions distasteful. Also it is the writers' belief that because Texas Legislators are not paid enough to live on they often opt for a shorter time in office, as compared to the members of congress. The presiding officers tend to have much more power than their national counterparts. Although the officers in the United States congress have less individual power it seems that they deal with larger issues. The party lines in the Texas Legislature are largely ignored. The Texas Legislature has less staff support witch can slow the lawmaking process down dramatically. The empty staff support seats are quickly filled by agenda seeking people with deep wallets, which have great influence in providing information and even sometimes even help legislatures write bills. In congress special interest groups have a lot less influence on what congress chooses to do. The last but also one of the most important differences between the two legislating bodies is that the Texas Legislature with the leadership of the Legislative budget board takes the lead in budgeting in Texas. The budget board holds a lot of power in the aspect if passed bills don't get the funds they require passing the bill in the first place was pretty futile.

All i know is the uniqueness of Texas legislation:

1) Biennial - meets once every 2 years ( most states meet twice a year)

2) Smaller legislature- has 150 house members, 31 senate = 181 ( most states have more than that NH for instance has 400 members at least)

3) Districts are uneven - Houston alone has 8 districts, West Texas is one of the districts and it has 8 counties in it, so you can see where that starts to become uneven when you widen the scale to the whole state. (most states are obviously smaller than Texas).

4) Low pay - members of the Texas Legislature make less than $10,000 a year. ( most states make something like $30,000 - $50,000 a year)

5) Lower standards- you only have to be 21 to become a house member, and 25 to become senate last time i checked. (most states require more seniority as far as education/experience with age limits as well)

6) Citizen- its not as professional, especially considering what the members are payed yearly. most of the members work a second job. ( most states have higher pay which means the jobs are full time and require a certain degree)

7) Bad behavior- Texas has a bad rap for some of the things its legislature has been caught doing in the past. I'm sure if you saw the Lt. Governor's office you could see bullet holes in the ceiling. Also members of the house/senate have been caught holding sessions while playing Poker instead. look up "the killer bees".

8) Lt. Governor violates the sep. of powers- the Lt. governor can control the senate (most states include the Lt. Governor as an act of the executive power, and not legislative)

9) Legislative Budget Board (LBB) - there are 5 members of the house and 5 for the senate that serve on the LBB. its a 2 year term. The LBB's primary responsibility is to create the initial bienniel budget that Congress then debates, amends, and enacts. They also meet while Congress is out of session and share "budget execution authority" with the governor. This means that they get to move money around, regardless of what allocations were set in the biennial budget. The justification for the LBB having this authority is that, in the case of an emergency or any other new development, Congress cannot address budget issues while out of session unless a special session is called. Calling a special session every time something new comes up in a period of about a year and half would be inefficient. However, it should be noted that the LBB is a board that was formed by Congress and is made up of Congress members. This means that they only have budget execution authority because Congress allows them to, and that Congress can absolve the LBB at any time if they want to.

10) Special Session- really i cant explain much on this other than say (most states legislate themselves with the governor enforcing policies) not to say Texas doesn't do the same, but they have a special session. I'm not too sure what the special session is, but I'd take a guess that a special session could be anything from a BBQ to poker night.

The Texas judicial branch not like the federal branch, is separated into two supreme courts, the Supreme Court of Texas and the Texas Court of Criminal Appeals. The Texas constitution also invests power of the state in other courts such as, District Court, County Courts and Commissioner court, not like the like the federal judicial branch which only allows the U.S supreme court hold all the authority. The judges are not appointed, like in the U.S Supreme Court, they're elected and they have to qualify to be judges not like in the U.S Supreme court, which has no qualification requirements. The Judges for the Texas Judicial Branch must be a registered voter, well informed in the law of the state, complete a training course and for other courts they are other requirements.

The U.S supreme deals with high ranking cases like the constitutionality of law, laws and treaties of the U.S, admiralty laws and bankruptcy. While the Texas judicial branch deals with local case like, criminal cases, family law, juvenile cases and traffic cases but they have the option to hear or not to hear such cases.

Here are some of the differences:

  • The Texas House has 150 members. The Texas Senate has 31.
  • Each Texas House member represents about 169,000 people. Each Texas Senator represents about 819, 000.
  • Qualifications: A House member must be a U.S. citizen, at least 21 years old, a qualified voter, a state resident for 2 years and lived in their district for 1 year.
