What is the difference between a 38 special bullet and a 38 caliber bullet?

same - same. Unless your forearm is an antique and only shoots .38 cal. shorts, your two bullets are the same caliber.

The question is kind of vague, but the .38 special cartridge does not use a true .38 caliber bullet. The caliber, which refers to the bullets diameter is actually .357". With the exception of case length the cartridge is the same as the .357 magnum round. The .357 magnum case is longer and thicker than the .38 special.
