Does the State of Hawaii have two different documents as birth records Certification of Live Birth and Certificate of Live Birth and what is the difference in the two?

In Hawaii, a Certificate of Live Birth is a long form birth certificate. The Certification of Live Birth is the short form birth certificate. The long form contains more information than the short form. The Certification is computer generated utilizing the information from the long form birth certificate. It shows the date the long form was filed. If a Certificate of Live Birth (long form) does not exist, the state of Hawaii will issue a No Record Certification.
A short form birth certificate from Hawaii is acceptable proof of birth and citizenship when applying for a US passport, but a short form birth certificate from California or Texas is not.

A "Certification of Live Birth" is a short-form birth certificate. The information included in the document may differ from state to state. A "Certification of Live Birth" from Hawaii will include the name and sex of the person, date of birth, hour of birth, island of birth, county of birth, mother's maiden name, mother's race, father's name, father's race, date accepted by registrar, a certificate number and seal. The seal may be different depending on the year it was printed.
A "Certificate of Live Birth" is the long-form birth certificate and contains more detailed information, including signatures of doctor(s), witnesses, vital statistics (length and weight), etc.
According to the Department of Hawaiian Homelands:
Birth certificates (Certificates of Live Birth and Certifications of Live Birth) and Certificates of Hawaiian Birth are the primary documents used to determine native Hawaiian qualification.
The Department of Hawaiian Home Lands accepts both Certificates of Live Birth (original birth certificate) and Certifications of Live Birth because they are official government records documenting an individuals birth. The Certificate of Live Birth generally has more information which is useful for genealogical purposes as compared to the Certification of Live Birth which is a computer-generated printout that provides specific details of a person's birth. Although original birth certificates (Certificates of Live Birth) are preferred for their greater detail, the State Department of Health (DOH) no longer issues Certificates of Live Birth. So, a long-form Certificate has additional information on it that is useful for genealogical purposes. However, both the certificate and the certification are certified government records providing prima facia proof of the information they contain.

According to this wording on this official State Government of Hawaii website page, the term "birth certificate" is an "umbrella" term covering both Certificates of Live Birth and Certifications of Live Birth. They are notthe same thing, but both are considered birth certificates.
The Certification of Live Birth is not only just as valid as the Certificate of Live Birth, it is just as much a birth certificate, and is considered prima facie evidence of Hawaiian birth for all legal purposes (as clearly stated at the bottom of the form itself), not only the Hawaiian Home Lands program.
In Hawaii, all otherwise valid Certificates of Live Birth are birth certificates, but not all birth certificates are Certificates of Live Birth.
Likewise, all otherwise valid Certifications of Live Birth are birth certificates, but not all birth certificates are Certifications of Live Birth.

No. A Certificate of Live Birth (COBA) is issued by the hospital that says you were born alive. A Birth Certificate (BC) is issued by the government to create a Trust in your name. They are two separate documents.
A BC must be certified to be valid.
