I suppose you could say, a colony is a settlement under control/governence of another power (earth government or company) whereas "settlement" might just refer to an new autonomous settlement.
a colony is a whole group of people, maybe even a town or a city, where as a settler is just one person that is like a pioneer, who sets out to explore new areas and start a settlement there.
