A memorandum is a form of communication which can be circulated in a certain number of office/people requiring them to comply with a requirement or request; it is mandatory in nature. An advisory, on the other hand, is also a form of communication that can be circulated to a certain number of office/people; however, it only provides information or reference to the recipients.

Memorandum = Mandatory in nature; seeks compliance from the recipient.

Advisory = provides updates, reference and information to the recipient.
