However, US Senators are apportioned by the U.S. Constitution : 2 for each state regardless of a state's population. Under the various "one man, one vote" decisions of the U.S. Supreme Court, state senators must be apportioned within the state based on population. That is, each state senator must represent roughly the same number of a given state's population.
