They are opposite sides of the same cyclical process; the Moon is new, waxes for 2 weeks until it is full, then wanes for 2 weeks until it is new. Repeat endlessly.
We have another pair of words "ebb" and "flow", with the very similar meanings, and also caused by the Moon. The tide is low; it flows for a few hours as the ocean water rises until it is high, then the tide ebbs for a few hours until it is low. Again, it repeats endlessly.
