In a active heatsink system you have both a heatsink and a fan thus for the most part an active heatsink cools better with one exception. Should the fan fail the active heatsink will quickly overheat.
Passive heatsinks relay on transferring heat without the aid of a fan. The advantage here is that a passive heatsink is fail proof and uses 0 electricity, however passive heatsinks don't typical cool as well.
Passive heatsinks work great for supporting chips and RAM cooling. They are also found in servers because of the no fail aspect.
EnzoTech produces some passive heatsinks you can read a bit more about them here:

Active generally means that there is a power source, such as a cooling fan.
Passive generally means that it does NOT use a power source, such as a heat sink and cooling fins that use rising air to cool.
An (active heat sink) uses a fan to cool down the heat sink. A (passive heat sink) doesn't have a heat sink fan.
Heatsink uses what they call passive cooling where as liquid cooling systems use active cooling.
Active maintenance is for all hard ware components and Passive maintenance for the supporting devices of hard ware components
In active termination scheme it removes the thermal noise which results in the passive termination due to the end resistors..
ACTIVE COMPONENTS The components which produce the energy in the form of current or voltage are called as active components. Example:transistors etc,. PASSIVE COMPONENTS The components which stores the energy in the form of current or voltage are called as passive components. example:inductors, resistors, capacitors etc,. An active device is a device that takes input energy to operate. The only energy a diode uses is from the signal applied to it (it has one input, one output, and no other terminals), so it is a passive device. To be an active device, a separate power source must be applied to it - such as the case for operation amplifiers, for example.
Heatsink uses what they call passive cooling where as liquid cooling systems use active cooling.
passive is facial and active is finferprinting
One is active and one is passive
passive doesn't neeed energy but active transport does
What is the difference between active attacks passive attacks in GSM network?
Active transport requires energy, passive transport does not.
Active transport requires energy; passive transport does not.
Active transport requires energy; passive transport does not.
The difference between active and passive transport, is that, active transport, requires energy input from the cell, in order to occur, unlike passive, which occurs, without any energy input.
The difference between a passive and an active dividend policy lies in the amount of time between dividend disbursement. In a passive dividend policy, dividends are given when the company decides it is time. With an active dividend policy, dividends are disbursed at regular intervals.
Active transport requires ATP and passive transport does not. Active transport goes against the concentration gradient and passive transport goes with the concentration gradient and includes osmosis, diffusion and facilitated diffusion.
