eg: you talk about the level of competence that a person has at a task.
Competence would be a ratio, Capacity is max amount, volume, etc..
There is no difference at all in meaning, however "competence" is the most often used, as many are unfamiliar with the noun "competency" and sometimes consider it an incorrect form of the word.
Competency is acquiring the determined quality and skill set for being well qualified physically and intellectually where as the set standard level or quality of being adequately or well qualified physically and intellectually is competence.
Capability is the ability to perform actions. Competence is the ability to perform a specific task, action or function successfully. So if you use your capability with success it becomes your competence. ;-)

capability is the ability to perform actions, tasks successfully - usually based on the practicing of specific skills (competencies) over a period of 'time' - which can be assessed and/or measured against stated goals and/or objectives. competency is the ability/skill to perform actions, tasks based around an agreed to set of guidelines on what constitutes 'acceptable' performance of the skill/task
Competence is the ability to do something successfully or efficiently. Intelligence is the ability to acquire and apply knowledge and skills.
I think competency include knowledge, skills or abilities in specific area, and behaviour is the demonstration ( the action) upon this competency. Behaviours actualy prove that this competency exist in a person. I think so.

Motivation is the external impulse that inspires the will to perform something. Competency is the innate skill and ability to actually perform it properly.
