Duty of Care refers to the legal responsibility of one, to ensure the safety and well-being of others in their employ or care.
A Higher Duty of Care is where one is in a more senior role and therefore has greater responsibilities than those in subordinate roles.
For instance a teacher has a duty of care towards their pupils ie. they must ensure that the children are safe from physical and psychological harm while those children are in their care at school.
The Principal of the school has a higher duty of care as they are responsible for the welfare of all the students and the teachers by virtue of their position as Principal.

A higher duty of care is when someone is working with a more vulnerable person, i.e. a child, someone who is mentally or physically disabled, this is because they are more likely to have trouble or an accident than a normal person, thus more prostitutions must be taken to ensure their well being and safety. A duty of care (I know this isn't in the question but it is hard to understand the higher duty of care without this) is when someone has placed their trust in someone else to look after their health and safety, i.e. if you went to a sports centre, you are trusting them to look after you and teach you how to do whatever you are doing safely. They will take precautions to keep you safe, as mentioned above a higher duty of care is simply when more precautions are needed.
