Before an impulse is received, a resting neuron is polarized with different charges on either side of the cell membrane. The exterior of the cell is positively charged with a larger number ofsodium ions present compared to the interior of the cell. The interior of the cell is negatively charged since it contains more potassium ions than the exterior of the cell. Electrically polarised objects have had their chrages seperated, so one side will be positive, and the other side will be negative. This usually happens when an insulated object is brought close to (but doesn't touch) a charged object. Electrically charged objects will have lost or gained charge, so the whole thing will either be positive or negative. If you run a comb through dry hair a few times, it will become electrically charged. You can then use the comb to pick up some tiny pieces of paper, because the bits of paper become electrically polarised.

"Polarized" means that the object has a separation of positive and negative charges - one side is more positive, the other is more negative. The total charge might be zero (electrically neutral) in this case.
