The presence of calcium and magnesium salts in the form of hydrogencarbonate, chloride and sulphate in water makes water 'hard'. Hard water does not give lather with soap. Whereas, water free from souluble salts of calcium and magnesium is called soft water. It gives lather with soap. And also hard water forms scum(precipitate) with soap, therefore unsutable for laundry but soft water does not form scum.

Hard water is described as water with a high amount of minerals, namely Calcium, in it. It is common to find hard water in region with groundwater stored in substrates with high mineral content. It is not favorable because is dries out the skin and leaves deposits of these minerals when the water evaporates. Soft water has low soluble mineral content. It is more moisturizing to the skin and leaves far less mineral deposits behind when the water evaporates.

It is true that the hard water has a higher concentration of calcium and magnesium. But after the water softener the equal amout of dissolved salts is maintained, only calcium and magnesium are converted to sodium.
