Public administration means to administer the government organizations. Private administration means to administer the private sector organization, in other words it also called business administration.

Private administration is work for economic profit derived from customers while Public administartion for social profit derived for customers (citizens).

Unlike the field of political science, public policy largely disregards discourse on how power ought to be appropriated, and instead focuses on how resources can be distributed to face challenges, while taking into account societal values, laws, and practicality.

As a very rough description, you can think of public policy as the intersection between economics, political science, and philosophy. Recommendations that are made to resolve societal issues are known as policy recommendations, and are taken into account by political authorities who ultimately have the final say.

Thus, to summarize the above, you can think of political science as the study of how people attain power and positions of authority, and public policy as the study of how societal problems should be resolved.

Though they are pretty much the same thing, social policy is expressed in policies, and practices that affect social relationships. Public policy is a set of decisions by the government. Examples of public policy are Medicare, and WIC. Social policy pertains to things like the 1995 Republican ñContract with Americaî, and the 1960�s Great Society goal to eliminate poverty.
