Secularism is based on the conviction that religious considerations should be excluded from civil affairs or public education. It is a conviction that such aspects of public life as morals, social actions, legal principles, law and government policies should be formed irrespective of various indigenous religious beliefs. Secularism arose in the nineteenth century and is embraced both by people who are religious and people who are not.

Religious belief is a focus on one's particular system of worship of deities. Religious belief is the unquestioning acceptance of a certain religious doctrines or dogmas in the absence of proof. There are thousands of religious belief systems throughout the world. Governments that base their laws on religious beliefs are male dominated and especially harsh regarding the rights of women. In many such systems, women have no legal rights or reduced legal rights.

It has been argued that giving importance to religious principles in the guise of good "moral" behavior allows for discrimination of both women and gays. It also continues to promote male domination and a reduced emphasis on the legal rights of women and gays.
