Spam, in general, is sending mass mail/e-mail in hopes that they will get a response or generate revenue. Scam, in general, is specifically geared to have you pay for a product or service and steal money from you. A lot of times, Scams use spam-methods to increase the chances that someone will give them financial information or money. So even though the scam uses spam-methods, it is reported as a scam as it is more of a threat to people.
