A soldier is an actual service member of the military, whereas a contractor comes from an organisation outside of the military, which is contracted to perform services for the military. For example, Military Police no longer have the duties of policing the cantonment area, and a lot of these functions are now performed by private companies who have been hired to perform that function. Those are contractors.
