French inner cities are usually inhabited by well-off people. Some places are called "banlieues-dortoir" (dormitories) because the businesses are few and the people all commute to the city centres for work.
French "Banlieues" are the place where the biggest housing projects are built, while the regulations in most city centres forbid the creation of high-rise housing buildings. The "working poor" and least well-off populations often dwell in the "banlieues" where the rent is more affordable. As a result the "banlieues" are more popular, have the highest rate of Immigration, a higher rate of crime, and a lower rate of employment. The schools are less successful.
