Bilateral means that there are two sides; while unilateral means only one side.

Quick analogy: The Family

Unilateral: Parent and Child, Parent determines the needs of the child.

Bilateral: Husband and Wife, Each determine together the needs of the family

Multilateral: Entire family determines the needs of the family. i.e. parents, children, grandparents, aunts uncles etc.

This can be expanded to businesses: Unions vs. Single Boss vs. Board members.

Countries: Unilateral Sovereign states have Bilateral agreements with federal governments who in turn have multilateral agreements with the United Nations.

Those are simplified analogies, of course, but even the more complex variations have that same basic structure which determines how it is viewed.
