A war is a conflict but a conflict is not necessarily a war. A war is an effort to exterminate an opposing side.

Conflict and violence is not the same, conflict is when two people disagree with something by using verbal communication and violence is when two people disagree with something by physically hurting each other.
This depends upon the area and officaial declaration of war.
